To require the removal of any signage or other identification from the John F. Kennedy Center for the Performing Arts that differs from the designation "John F. Kennedy Center for the Performing Arts", as designated under section 3 of the John F. Kennedy Center Act (20 U.S.C. 76i), and for other purposes.

To exempt charitable organizations from commodity trading regulations and registration requirements.

To direct the Administrator of the Federal Emergency Management Agency to open applications for the Next Generation Warning System grants of the Federal Emergency Management Agency for not less than 30 days each year, and for other purposes.

To direct the Secretary of Agriculture to establish a program to provide to rural communities technical assistance in recovering from disasters, and for other purposes.

To provide supplemental appropriations to carry out the emergency food assistance program under the Emergency Food Assistance Act of 1983 in the event of a lapse in funding for the supplemental nutrition assistance program under the Food and Nutrition Act of 2008.

To prohibit the use of the Exchange Stabilization Fund of the Department of the Treasury to bail out Argentina's financial markets, and to instead use that funding to provide for a farmer tariff relief package.
